Origins of Water Bubblers

People who have attended at a school, played in a park, or visited cities will have noticed that water bubblers are a popular attraction in many regions. They are typically seen in lakes, parks, and rivers and they are also often seen in schools, too. What is the origin of this particular characteristic?

The roots of the term
