After the war, KCS accelerated its expansion. It built tracks from Texarkana to further south. It upgraded its freight handling facilities and installed 127-pound jointed rail along a large part of its line. Safety

The STB's approval for the merger between CP and KCS comes with several stipulations which include a seven-year supervision period. This allows government regulators to ensure that the companies are complying with these terms and improving security measures. The STB has included in their decision language the New York Dock conditions of protection for workers impacted in the merger.

The Board's decision is accompanied by an elaborate integration plan that will be overseen and implemented by the Federal Railroad Administration. This includes a number of areas like: training operating rules and practices (including alcohol and drug policies, requirements for locomotive engineer, and hours-of-service laws); track safety standards, bridge structures, hazardous materials, dispatching, railroad grade crossings, personnel staffing, and capital investment.
