Motor Vehicle Legal Questions and Answers

Non-residents wishing to import their own vehicles must ensure they have all the necessary documentation to avoid any additional taxes. This documentation includes the bill of lading, the certificate of origin, and any other legal documents covering the vehicle. All documents that pertain to the vehicle must also be in English. If the vehicle is owned by more than one person, each signature must be notarized and accompanied by a black-and-white photocopy of their current driver's license or ID card. If they don't have these, a Power of Attorney can be used to sign the necessary documents.

In order for an imported vehicle to be legally titled in the United States, it must conform to the Department of Transportation (DOT) and Environmental Protection Agency (EPA) regulations. However, they have to present EPA forms the AP 3520-1 form and the DOT HS-7 at the time of entry.

Imported vehicles for use in touring are also subject to Customs duty, 10% VAT, and ad valorem tax ranging from 15 percent to 100% based on piston displacement using their book value as a base. Additionally spare parts shipped with the imported automobile are also subject to these taxes and duties. The owner of the vehicle has to be present in the presence of a person.

Vehicles imported for commercial purposes
